Many people don't realise how Frieza's species is the exact opposite of a saiyans. Saiyans power grows per transformation, each form makes them stronger and stronger, while frieza race suppresses their true form to make themselves weaker each form. This means while saiyans train to get stronger and each form shows this, frieza's species (still upset there is no official name) frieza species doesn't get any indicator; so the deeper form the supress in to train, the faster the fruits of the work arrives. Meaning if frieza trains in 1st form the same as a saiyan; he'd get far stronger in less time because of the amount of handicap he put himself under. This is true... right up until he went golden which just copies the saiyan thing. Which would you pick? A new form to push yourself further each time? Or more handicaps to get yourself stronger faster than anyone else?
Man, having Krillin use the term "power level" in the official ENG subs really undercuts the pointlessness of the bad guys relying on scouters and trying to measure fighters' abilities - he's saying "What ki!" in Japanese. The fanbase in North America really got hung up on power levels and "higher number = better than", when the entire point was that you can't measure such a thing as battle power as a concrete number and rely on it - in fact the takeaway from a lot of fans was the exact problem the villains had.
To be fair, I think that started (or at least was made popular by) the series Kinnikuman. A series about space wrestlers. The enemies always had power levels higher than the protagonist but once he unleashed his "Burning inner spirit " it would get him out of trouble.
Power levels still work as a system if you know the character’s max power level, the reason they were seen as not reliable in the show was that the main characters were the only ones that could intentionally fluctuate theirs compared to the villains having a static number because they didn’t see the point in lowering theirs outside of forms. Higher number still = better than when accounting for their max output, Saiyan Saga Vegeta with a pl of 18K ain’t beating a 2nd form Frieza with a pl of 1 million no matter how you stretch it. There’s nothing wrong with power levels inherently, I usually see the people that make the anti-pl statements are the ones that actually don’t understand power levels
But Dragon Ball fails at sticking to this theme. Goku didn't beat Frieza because he was smarter or more skilled: he won because SSJ gib big number. Every time since this arc the only thing that defeated villains was bigger and bigger displays of power
