You should always pay attention to freelancers. I usually start with a a poor low division club from forth division england or something like that so my only chances are always to make money and bring talent to the club is freelancers. You can sign even word class players for free if you find them in time. They're usually way over to 30 but still have high rankings. They can help your team greatly trough 1-2 season and after you still can sell them for a really good price. You can make hundreds of millions per season, if you're persistent.
Also, you need to use the youth scouts, they really can find gems.
