We need both individual state and a NATIONAL referendums on: 1) Ending Qualified Immunity and the granting of such immunity on a LIMITED case by case basis; 2) All payouts for ALL cases of LEO misconduct comes from officer pension funds and liability insurance policies; 3) Creation of LEO Liability insurance that is no different from Medical liability that physician must carry that LEO must have so that once their pension has been depleted, the liability insurance kicks in, decreasing the risk of LEO misconduct passed onto the tax payer.
I just recently called this police department to complain about the officers following me through the town in the middle of the night while I'm on my way to work as I am an overnight worker.
