The "!" Goal Post indicates you'll enter a Special Stage. You just need to have 50 to 99 rings after finishing the act. However, Scrap Brain Zone and Sky Base Zone are the only stages where you are prevented from gaining access to a Special Stage.

I played the game gear version a lot, but the biggest special bonus (end of game) I got was 200k. What do you have to do to get the max?
