France doesn't use the work permit system. Instead, there's a limit it of four non-EU players in the 99 (Yes you did read that correctly) man squad. Also the French league has a very broad definition of what an EU country is, at least according to the rules page on fm.

loving the series, have you thought about an experiment where every team in the english premier has a full international squad. e.g. aston villa has all the brazilian internationals. Probably have to tweak home grown status mind you.

Almost all african players do not count to ligue 1 FGN limit due to the Cotonou agreement

Don't buy a new backup for Rice, retrain one of those beautiful BPDs to play at CM. Tight squad > big squad.

Play a f9 role or dlf instead of pf bc in my tactic SS is main goalscorer and I play a f9. ( Sorry for my bad English)
