“Whenever the president finds that the entry of any aliens or of any class of aliens into the United States would be detrimental to the interests of the United States, he may by proclamation - and for such period as he shall deem necessary - suspend the entry of all aliens or any class of aliens as immigrants or nonimmigrants, or impose on the entry of aliens any restrictions he may deem to be appropriate.”

Warren is a one trick pony, and she's being trolled by the majority to make her do this same 'impassioned' dance over and over, and cry wolf until people simply roll their eyes. They will keep making her sing this opera over and over again until she's exposed as a joke long before 2020, and at the same time make her one of the main poster children for the Democratic party - to seriously disrupt the primary candidate selection process in 2019 (or whenever the party begins do decide in secret who their horse is going to be.)
It's probably in her best interests to chose her words more prudently but her ego and ambition won't allow it, because she thinks she's riding on a huge wave of angry support and believes she now has a shot at that 'first woman president' thing if she can keep her audience horrified at 'teh tyrranny' of parlimentary procedure. Ms Warren is not "using the blacks as a tool," she was showing an example of when he'd promoted voter suppression targeting African Americans. There's a difference between ad hominem and discussing why someone who will potentially be heading the Department of Justice shouldn't be allowed to do so. Ad hominem occurs when someone attacks the character of a person instead of their argument. Discussing a person's character, which is what was happening here and therefore cannot be ad hominem because there is no argument to avoid, is an important part of deciding whether or not they should hold one of the highest seats in the judicial system. One would think being a blatant racist should disqualify a nominee from holding said position.

Senate Rules, Rule 19, Section 2: No senator in debate shall, directly or indirectly, by any form of words impute to another Senator or to other Senators any conduct or motive unworthy or unbecoming a Senator.
Basically, a senator cannot speak offensively or uncivilly about another senator (this would include calling another senator racist, which warren essentially did in this quote) while in debate. I agree, Sessions should not be Attorney General, but Warren should know better. She's had over four years to figure out how the senate works. It should be noted that Oregon Senator Jeff Merkley read the rest of Coretta Scott King's letter, omitting parts which violate rule 19.

It was actually written to be read before the Senate Judiciary Committee when Sessions was nominated for Federal Judgeship in 1986 (By the way, the Senate does not confirm Senators. Senators are elected.). My point was not that the letter was irrelevant, but that Warren has had over 4 years to acquaint herself with the Senate Rules (there are only 44) and had ample time to prepare herself for the Senate debate on Sessions' nomination to Attorney General. Warren should not have included a speaking point which violates Senate Rules. She spoke out of order, and as a result was asked to take her seat. She only has herself to blame.
