How many petitions a US citizen can file? Are they only limited to do 2 petitions?

My husband file an I 130 partition for me as a great card holder its more than a year now and am out of status now but when we filed was in status
Same as my spouse, definitely we will need a lawyer for this case..hopefully it's good news
