This series does a great job going forward showing just how precise and thorough Gus can be.

It surprises me how few people recognize Francesca when she appears on the show, but I suppose if Saul is in "Breaking Bad" less often than one remembers based on how impactful his character is, Francesca must be an even tinier fraction of that reduced time. I bet if I went back and checked she probably only has 3-4 scenes in the whole show. While it's possible that the drop was called off (Gus does clearly know he's being watched by someone), I also think it's possible that the drop doesn't happen inside the restaurant at all. The black SUV goes around the back to retrieve the tracker when it arrives to lure Mike away. There are, presumably, security cameras inside the restaurant, so why would Gus put any activity that could later be requested by the police on camera? The guy probably goes into the restaurant just as a sign that the pickups went smoothly. Gus can see that he has showed up on time, and maybe the guy has some way of making the drop in the back of the restaurant on the outside, where he is less likely to be seen doing so by other customers or cameras. In any case, I don't think it actually matters how he does it. The point is just that he works for Gus.

It really means nothing. It's a shoplifting case. Not a triple murder. The person is getting arrested whether they make a statement or not.
