The fact the abilities upgraded with each ability rank was a nice change. I think it should be implemented in the game like how kayles auto changes some chaps can get a different ability after a certain level or get an upgrade to their spells after certain points in the ability.

R could be more like Kled ult where he homes in after he lands. Having him perform his E automatically basically CC's him in place allowing people to get away. Most Panths come in with ult and then W to get on top of the enemy.
The funny part is if it keeps it's 8 second CD he can just ward jungle camps as escape tools and can just W. You could literally Spawn jumo to a pre-warded monster camp ult by the time your ult animation finishes your W is almost off CD

This entire thing could work only if he's DPS was reduced and his damage overtime was increased. Turn him into a fighter something that fits his theme and is more intersitng than the assasin playstyle that doesn't feel like a man fighting with his will, just a coward waiting for his chance.
At upgrade 5 Pantheon Q should go back to him like a sivir q but instead of just going back after cast it should be something recallable like dawn breakers hammer in dota2
He really needs a buff to his passive. They can increase the number to six and with each ulti points it will go down by one. At 16 he needs to fill 4 bars to proc passive.

Of stacks were to change with ult ranks his combos will mess up like in early game he can't use W>Q E combo and be back at full stacks at the end. Similarly if he gains 4 stacks then his e will be empowered which depending on the situation may be good or bad

ngl i always thought the best panth mini-rework would be lowering his ability damage, but then also their cooldowns and mp costs, and giving his passive a missing health healing effect so that he's actually capable of sustained fights rather than being a worse assassin
There should be a 5 vs 1 game mode, where 1 is the doom bot Boss, and the others try to beat him, without top lane or bot, just mid and a small jg and it would be called the final boss. It would be spectacular
