In regards to Crocodile's Haki Use, I think it's safe to say that he did use Haki ONCE against Luffy in their final battle. If you recall, it was the second last attack that Crocodile threw that emitted strange energy before it was launched and after it landed. I take that as Armament Haki, I don't know about anyone else, that's just what I saw. Okay, Rokushiki techniques. There is an argument that could be made saying that those techniques are very specifically trained versions of Haki that protect against and work against INTERNAL Damage, I.E. Conqueror's Coating. However, that argument I think in my eyes is very loose and weak. There is a moment during Luffy and Kaido's fight right before Kaido's attack that shows a CP0 Agent locking his own body with Iron Body but how that transfers over to Luffy is confusing. It could be said that the CP0 Agent Imbued Luffy's internal musculature with Haki to Immobolize him, but, again, that's a stretch on my end to say the least. P.S. : I am of the belief that you have to have Observation Haki to see Armament Haki but not actually NEED Observation to use Armament. It just makes sense. P.S #2 : I just realized that this is a 2 year old video and it may not reach you but all the same hope this maybe helps.
I think the answer to this is pretty simple, Oda hadn’t thought it up yet haha. There’s no point to over analyze this, the reason you don’t see these characters use Haki pre time skip that most certainly should have been able to use it is that Oda hadn’t really created it yet. If you think he had then it’s a big plot hole for sure. You would think a warlord like Crocodile would most certainly be able to use Haki, and to try and justify why he wouldn’t use it is pointless. He didn’t use it cause the author hadn’t really worked it out yet, that’s it

Luffy is somehow able to defeat Crocodile without Haki despite the fact he wasn’t using Haki. He shouldn’t have been able to beat him then. I know the whole water thing was how but that’s doesn’t hold up to the later knowledge that Haki is the only way you can strike a logia devil fruit user

In the remake, I want them to show uses of haki pre-timeskip I know they won't but I really want them to. I have a feeling Luffy tapped into it without even realizing he was doing so. Like in his fight against Arlong, where he snaps the saw blade into pieces with one hand.

Which could only be done by a girl with them with the Whisper- Whisper Fruit. That's the earliest case of Haki in the entire show, besides Shank's Conquerors Haki. This case of Haki being Observation.
