For those who dont know how to solve this problem, you guys can try on other device to the the recovery I my phone to the recovered but it's not working, but when switch to laptop its work so my suggestion is try to use other device to do it.
Hii, I found a fix. My PC nor my phone worked as devices, I tried different family member's phone number and neither worked in these devices! I figured that I needed to use a device I had never logged in before so I used my work's PC, it got accepted so I asked for the voice call and boom. Get another device you have never used.

Hi, I solved the problem by clicking on next event when I did receive the error This phone number cannot be used for verification. The issue, I guess the browser (AdBlock) maybe blocks the request so google shows the error. And after re-submitting, the issue solved.
