Phantokka wasn’t originally made as a triumph for Zukos guilt. Never intentionally. He’s a Phantom of false blame, pinning the ones guilt over to someone else when in reality.. it was someone else.. He killed Sokka during his full power against Ozai. (And fails like the plot of the AU) Aang never got a Phantom of Sokka because I couldn’t, he’s the avatar that controls spirits or any other creature from the afterlife. So they pasted the blame on Zuko, who second most handedly has guilt over Sokkas death. Aang never knew, until Sokka from the spirit world manages to remind him.
