Press Start+Select, then go to Sylphe Co. (Saffron City) and talk to Steven.

I press the buttons before entering the Silph Co. building and what happens? No Steven.

Of course, but you can only get one of them.
Just go to the Silph Co. after you have defeated Red. Steven will give you one starter.
This code "resets" Steven's state, allowing you to take as many starters as you want from him.

Which version do you use ? Mine is 0.9.7.
Also, I did those events in my game too ; this is a 100%-complete save.
So that should not be a problem.

IIRC, the codes for both versions are the same.
However, the region/language of the game is important.
This one is the US/UK code, I don't know what version you're using.
Also, some flashcarts might have problems with the code (I tested it on a retail game cart with an Action Replay DS and it worked perfectly).

Works on No$GBA, and on my retail cart with an AR DS too.
Some flashcarts might have problems with it though.

Are you using a flashcart?
Some of them don't handle the code properly, because they don't emulate all AR DS functionalities.

I'm using the UK version, IPKE ad102382, HeartGold, and I've copied it in direct and he just doesn't appear :/ all other cheats work, including the ones to get Elm and Oak to give you the starters again, just not this one

@ArifLegend123 It should work but there are many different types of R4 ; some of them are clones and they sometimes fail with some codes.
