This was an avoidable accident. In the west there are laws that govern what equipment you must have before operating a water vehicle. You then must be certified and the behavior of those that are on a boat are actionable if their antics bring any disruption.
Lastly There are supposed to be enough life jackets for every single person on the boat!!
