Tekken 7 ruined Nina. She murdered Anna's fiance, while wearing Anna's wedding dress. It's really sick and goes beyond stealing each other's shoes.

Because Nina's memory of back. Anna's Tekken 3 plot involves trying to help Nina regain her memory because she misses the rivalry. Canonically Nina did not regain her memory until the beginning of Tekken 5 when she called Anna out for coffee. This explains why Anna is absent in Tekken 4.

Yes, Nina is Steve's mother. He was born as a result of experiments at the Mishima Zaibatsu. Their relationship... it just doesn't exist. In the ending of Steve from T7, we know that Nina will never, according to her, be his mother.

Biologically Nina is Steve's mother, and Anna is Steve's aunt. However, emotionally, Steve's mother is Emma Kliesen, Leo's biological mother. They even have Nina's voice actress voice Emma.
