That's all depends upon the Airline's rules, before issuing any EMD, please contact with your particular airline to get proper info. Regarding Jet Airways, you need to issue an EMD against their NO-SHOW penalty fee, once the ticket coupon has been suspended and then you need send a request with EMD Number to Jet Airways for Re-open the suspended coupon.

For example, 9W/SV suspend their ticket coupon status due to No-Show of passenger, and an EMD has to be issued to collect the noshow penalty then they reopen ticket coupon status for your action(Reissue/Refund). In such cases you have to issue emd first to reopen suspended coupon, then reissue the ticket.

Sorry for late replay. You have to create PQ for all types of passengers (ADT,CNN,INF), then issue the tickets by entering PQ number along with ticketing command.

yes, you can use both WFRF for automated exchange and WFR for normal re-issue
