If you look up the master's course you're interested in applying for on the Oxford website, they'll list all of the admission requirements, including CGPA - if your current school uses a different system then it's likely that they'll have a conversion chart available somewhere. Admission into Oxford is very competitive, but I don't know that it's more difficult for international students in terms of actual acceptance (particularly at the graduate level, there's A LOT of international students in most programs), there's just other considerations for international students like visas, funding, potentially proving English language proficiency, but they guide you through everything. You mention the ceremony being short - when i did it, walking into the Sheldonian and sitting down took longer than the ceremony itself.
It was the same for mine! Getting to the theatre and getting in probably took almost a half an hour and the ceremony was maybe ten minutes
