      Hey, Vice you should look into why the Police Department of Hopewell, Virginia had to be taken over by the Virginia State Police until the state police were able to do a thorough investigation on the Hopewell Police Department and then the Virginia State Police Department restaffed the entire Hopewell Police Department with people that they hired and the Virginia State Police Department completely demolished the Hopewell Police Department at the time firing everyone in staff there from your everyday patrol officer all the way up to the Captain and Chief of police and I know that this story would be a few years old but I think that this needs to be made public across the United States and maybe even further and not just making the local news for a few days so please see what you can find out through an investigation of your own and get the word out to the world

    Piece of advice: If there's a situation with your local police department NEVER make a complaint to that department. Go immediately to the state cops and the state Attorney general.

      Gives client attorney privilege. I learned the hard way. Internal investigations then had all the info and my complaint went no where. However I get followed and pulled over too many times since then. Retaliation s?
      Lawyer will follow the law and will determine your next moves. Always get a business card with the report number. Your lawyer will get any reports and knows the ins and out of doing so hope this helps. Please protect yourselves. The more law suits the better no reason for all of this.

    In a very serious situation such as this, it should be MANDATORY that NO alleged victims can be interviewed without an attorney present!! The Cops should NOT be allowed to interview ANY "VICTIM" without that victim having someone there on her/his behalf!! Should be TOTALLY OUTLAWED NATION WIDE!!!

    There was a probation officer convicted for doing the same thing here in GA. People who are already on supervision and desperate to stay out of trouble are super vulnerable.

    In my town, a cop did that a couple times, and one of the women (a transient) told a sheriff’s deputy. He reported it, they investigated, and the guy’s in jail. I’m very proud of my local law enforcement for actually going after their own.

    My daughter pulled into a vacant Kmart parking lot and parked, waiting for her husband to give him his lunch. A truck pulled up beside her. Of all of the empty spots in the lot, he parked right beside her. She glanced over and noticed that he was doing a lewd act. She was scared shitless. Immediately, she began making notice of every scratch, dent, and flaw on the truck so she could identify it later. When she drove off, she got the tag # and went straight to the gas station at the edge of the parking lot and called police. Oh, did I mention her 4 year old child was in the back seat? When the police came, she gave a very complete description of the man and the vehicle. She could have picked him out of a line-up. The cops already knew who he was. He was the investigator of police. He was the guy who investigated bad cops. He tried to say his truck was stolen, but they told him no way man she described you to a T! It was you. He was caught. When she went in to talk to police they treated her like scum. They followed her and pulled her over for no reason. Scared her family. She felt like she was the criminal. She wanted justice for what this piece of dog crap had done but not to the unrest and Ill will of her other children and her family. She felt like there was no way to win. It really saddened me that the Springfield Illinois police department could do this and let this monster get away with this. I pray they finally got this guy out of the department. We left Illinois after this.

      Actually, it was only luck that his one victim saved his DNA.. Had it not been for that one victim using her head there is zero chance that it ever would have made it to the prosecutors office let alone in front of the judge for a conviction.

      That’s what I’m saying, Melissa Lucio was sentenced to death for murder (that she didn’t commit, her child fell down the stairs) because she “admitted” after hours and hours of interrogation (that included gaslighting) to SPANKING HER KIDS when they were young as a punishment. Spanking isn’t cool, I’m very anti corporal punishment, but like, that’s not how the justice system works. Saying you’ve spanked your kids is not murdering them.

    This is a glimpse of what happens in every police department. This whole "well investigate ourselves and tell you what we found later" is absolutely pathetic.

      Genuine police misconduct is sometimes dealt with administratively in a way that makes it so it never goes on official record, that method is referred to as a verbal reprimand.
      There was an incident with a police officer in Washington state, who pulled a gun on an unarmed and cooperative motorcyclist during an alleged traffic stop. They had multiple complaints on record for aggressive behavior.
      The LEO in question escalated the encounter to a potential deadly force situation by having his weapon shortly after he exited the unmarked vehicle. The officer was also not in uniform, not wearing his Kevlar vest and didn't identify himself for most of the encounter.
      It was never clear whether he actually had the authority to make the stop in the first place or that the stop was in any way lawful, but he had violated multiple departmental policies during that encounter that should have resulted in a mandatory dismissal (conduct unbecoming).
      A review by the official IAB board, interpretation of it somehow danced around him being guilty of conduct unbecoming but acknowledged in their wording of what he did, it was a serious dismissable offense. It only reached that level of review when the public got wind of it and kept the pressure on, with threats of lawsuits against the agencies involved. LEO involved was despite all that, only given administrative leave and anger management counseling.

    Had a similar experience with a cop. He came to our house to make a report about my grandpa getting mugged and immediately was creepy af! He asked me for my number and I gave him a fake one. Suddenly he appeared out of nowhere in streets I was walking, places I'd be. i immediately reported it to a different precinct where I was a police explorer and oh yeah I was 17! They sent the complaint to the state attorney. He didn't do anything to me , besides follow me but the state attorney had other complaints about him but not enough evidence to take him to trial. A year and half later he had raped a 16 year old girl. And finally had enough to prosecute and was sent to prison for6 year's. Just disgusting.

And if there is a problem with the police bc “creeps are in every field” they can make it easier to let go of such creeps in the field, but they dont. And finally, unfortunately, police have complete authority over civilians, unlike a cable guy, which is why they have to go above and beyond to hire and keep ethical guys. But this reporting and events that are now coming to light from the last decades show that they not only do not tend to discipline their own, but protect them. And research shows that people afflicted with certain mental aberrant predilections gravitate towards policing jobs, not cable guy jobs, which is all the more reason to make sure that people who have such authority are good. It isn’t the “creeps in every job” it’s the *going above and beyond to protect and shield such creeps* which makes people realize that the police are not a trustworthy institution. From murders, to rackets, to rapes, they do everything to protect themselves. A cable guy is being let go after you report him for stalking. Not a policeman

    What makes this abuse more damning is: the authorities know exactly what is going on and they refuse to put measures in place to counteract it. Officers should never be allowed to investigate themselves. There should be a civilian body appointed for this purpose, and these folks should not even have any cops as relatives.

      I'm pretty sure "overly burdensome" is the only allowable excuse (other than ongoing litigation) to deny FOIA requests. FOIA is likely what Vice used to get all of the tapes they did show, though. Meaning, the stuff they denied must've been incredibly damning

    I'm from Cali but mo Ed to Arizona in 2018. I was at a gas station in Tempe the police had a car stopped doing a search I was minding my business, walked into the gas station purchased my gas, while pumping gas there were about 5 officers there. I went on about my day. I live in Mesa about 15 mins from Tempe. A few days later I go to my car that's parked in my apts lot I see a card on my card from Tempe police and a not on the back said " I think you're very beautiful & would like to get to know you, my name is Calvin".😮 I was freaked out. The officer in Tempe at the gas station HAD to run my name and find out where I live, I was scared not flattered!! Threw the card away. Never heard from the officer either.

    I live in Louisville ky. This been going on for well over 20 years. That department is extremely corrupt. They tried to cover for officers that raped little kids in a explorer program. I know women that work at strip clubs in Louisville. They told me that police officers would come to the clubs while on duty and sleep with prostitutes. And then tell them that they wont bust the clubs for anything illegal as long as they sleep with them. I know a bunch of women that said officers would ask to see their breast in order to get out of a speeding ticket. That was before they had body cameras and audio. There's also a bunch of officers that commonly steal drug money and keep drugs after busting drug dealers. Officers also got exposed having sex with prostitutes' at massage parlors and then busting them for prostitution. Officers also work off duty jobs at gas stations and park their marked car there and then go home and go to sleep. They are getting paid to be there and they are not there. That's stealing time. I could keep going forever with more but I'm tired of typing. They always let officers resign so they don't get into any trouble. Then they go straight to another department somewhere else and do the same things all over again. Its sad.

The officers raping women and stealing drug money and drugs needs to be arrested and the whole chain of command over them needs to be arrested. All the way up to the Chief. The Chief needs to be charged for allowing officers to commit crimes and get away with it. If a regular guy rapes a woman they are going to get arrested and sent to prison. The same should happen to officers that do it.

      Can confirm about LMPD misconduct in strip clubs. Was working at PT's back in the mid-2000s when they did one of their raids looking for drugs. One officer that was there looked at me before opening my locker and asked me out on a date. Probably was hoping I had drugs in there so he could use that to coerce me. Luckily for me, I did not have anything he could use against me. I declined the date, obviously, because I would NEVER EVER date a cop, but I was scared AF he was going to plant something in my locker in retaliation.

    I am a female and have understood since I was 17 that law enforcement officers were dangerous. I am more frightened of the police than of any random guy on the street. My children are frightened of police after witnessing the way I was talked to when pulled over for minor traffic stuff. I have had friends tell me I should teach my children to trust police officers but I would never compromise their safety with that belief. Police are more similar to criminals than not. If you don't realize that fact I hope you stay safe.

      I understood this as well being an attractive woman. A lot of them are the biggest creeps. I go to a gym where a number of them go and even the way the stare is predatory and aggressive.     have an instant fix for this problem, aside from advocating for drastic measures against every police officer. While I do wish we could hold accountable those who violate the rights of the people, unfortunately, such actions are not permissible.
    A more viable solution would be to make becoming a police officer a more rigorous process. The requirements should include at least 2 years of schooling, along with additional certifications. While this may not be a perfect solution, it would certainly be a positive step forward. People tend to value what they invest their time in, and although exceptions may exist, implementing these changes would likely result in immediate improvements.
    It is unreasonable to expect police officers to truly value their job if the path to becoming one takes mere weeks. Although the presence of law enforcement is essential to combat wrongdoing, the inherent risk lies in the fact that the same negative elements can infiltrate the system. Therefore, instituting more demanding prerequisites for becoming a police officer would act as a deterrent and help maintain the integrity of the profession.

      In some states, laws against child abuse have provisions where having authority over the victim (e.g. teacher, coach, police officer, clergy) is an "aggravating factor" so it makes the prison sentence harsher. They need to have that in every state and for any sexual violation.

    The Absurdity is my daughter was required to go to Cosmetology school for a year. Pass a written & physical test to recieve her license. It takes officers who have the power to take your freedom & life 6 months to get their "Peace Officers" license. Let that sink in!!!

    When I was in my early twenties, a cop pulled me over citing he saw me on my cell phone. When I showed him that my phone had been zipped in my purse in the back and there was no way I could be on it, he told me that it was fine but I was to only use a blue tooth device for hands free calling. He then said that he would let me off with a warning only if I texted him a "full body" picture of myself holding said device to his personal cell phone and he asked for my cell number. My insides felt horrible and my danger detector was screaming. I didn't feel comfortable so I asked him if it was usual to for officers to text civilians. He said that it would be to his phone so it was ok. I gave him a fake number. When he left, I burst into tears and drove home.

      I had an officer pull me over saying I rolled a stop sign. I didn’t. I was going to meet friends to go clubbing. My outfit was revealing. He had me get out so he could see my full outfit. Then he said I could go, because I looked like I was in a hurry. Had another officer follow my friend and I home. He blocked us in her driveway. He pulled us over so he could get her number. She was crying, and he just left. I had another officer follow me I pulled into a store. He came to my car to get my number. I gave it to him, and blocked him. It’s a misuse of power. Police officers should not be allowed to flirt on duty. That should be an automatic dismissal.

    I literally just mentioned this already. But a girlfriend and I were going through Louisville and got pulled over by 2 very creepy police. They pulled us over just to hit on us and ask us out. They started to get a bit aggressive until I told them I had a camera and thats when they shut up and sent us on our way. You will want to be careful going through there if you are a girl or if you're out of town. We were terrified because something didn't feel rt at all. Hard not to think what would've happened if I hadn't said my dash camera wasn't on? Just be careful going though Louisville!

    This hits a personal note because my aunt who is now dead was abused by cops in the Atlanta area. She was abused by two cops sexually in the early 2000s. They would threaten her with the SAME stuff that has happened to these victims. Our family settled out of court. Our family is still traumatized from everything and are very fearful of cops because of the power they have.

    Thus happened to me when I was 18, I printed out all of our conversations and took them to my lawyer. He was fired and come to find out someone I went to high school with coached his kids’ basketball team and he did the same thing to her. People love to abuse their power.

      I honestly think a lot of the power abuse that's so rampant in any hierarchy of people is due to the fact that the government has a monopoly on violence.
      In an equally footed man to man interaction, there is a line that's generally respected, knowing full well that if you say the wrong thing, the other guy is going to start swinging at you. If there is no fear of retaliation and there is a lopsided representation of power, the oppressor has full reign over the oppressed.
      I don't think violence should be legal so I don't have an answer to this, but it seems to be the main factor at play. Do you think your frail boss would treat you like garbage knowing that you're younger and stronger than him, and very well may snap and break his nose? He would choose his words and actions more carefully in fear of a return of force.
      Nature has simple ways of maintaining a balance of power in a mutuality of respect between people, but humanity has found a way to make that far more convoluted by punishing and humiliating those who choose to retaliate, even in the circumstances when it's clear that they weren't the initial aggressor. Many states won't even let you defend yourself from a robbery or assault, somehow seeing you as malevolent regardless of the nuance in the situation.

    Policing should honestly require a 4 year university degree. Not a bunch of weeks then here have a pewpew go have fun. If it required courses in psychology, de-escalation tactics, non lethal response tactics, improved self defense, etc etc, it would lead to a much more effective policing force. And pay them accordingly. Make it worth going through that hard training, which would filter out all the people who don't deserve to have the power that they do. The time it takes would sort out the bad apples WAY better than the corrupt apple trees we're dealing with now.

      in NZ we have that called ipca the independent police conduct authority even tho a lot of investigators automatically assume the cop to be more credible than any other witnesses I won my case and the officer was sent for additional training no real punishment however at least it's acknowledgement

    The very first thing i noticed when they were interviewing that cop is they ask questions in a completely different way to if it is not a cop. They treat cops much better than the treat civilian suspects. Thats a form of corruption in itself.

      I think it's absolutely ridiculous that they've got so much power to destroy someone's life. And it's not just the person that does it either. It's a chain of them. The damage starts way before the person that's engaging in the misconduct happens. It it happens when you tell somebody about it and no one listens. Anybody that was involved in that that was found not to have done their job to the fullest of their abilities should be sitting behind bars right now. He chose these women because they were in the throes of addiction. Who's going to believe a crackhead right? It's got to be the absolute most heartbreaking thing ever you chose a group of women that were already going through it. Vulnerable women and you took advantage of that because nobody would listen.

    My entire career ended after I was forced to make a statement against a predatory police Captain. I was one of 5 victims that the dept knew about. I was told, "you make a statement or be suspended without pay". My life has never been the same.

      Here in Louisville the CBA contains Article 14-3, in which the city agrees to never use "electronic surveillance equipment" in disciplining the police officer- meaning we can't use body cam, email, radio dispatch audio, gps, etc to prove corruption or abuse sufficient terminate their employment. (From a Louisvillian who read the contract. )

    I have lived in Louisville, Ky my whole life. I am 34 and I first heard of this when I was a teenager in high school and several of my friends that went to UofL were getting pulled over and sexually harassed on and off campus. One of them was forced to have sexual relations with an officer after getting pulled over leaving a campus party bc she had been drinking and found a blunt in her car. She never spoke out or came forrowed bc she was to scared for several reasons. There are so many stories I could tell. Unfortunately, its been happening for a very long time and still is happening until this day. Its so sad and extremely disturbing. I'm so glad Vice is reporting on this. There was a reporter here in Louisville who knew all about it, but wouldn't investigate or do a story on it bc she was dating an officer. I sware these disgustingly corrupt cops seem to have ahold on just about everyone that is in a position who could do something, but won't bc they are envolved with an officer themselves. I feel extremely bad for all the victims. Even if they are strong and have the courage to speak up, look what happens to them. So sad, they all deserve justice.

    It’s long been known that “police, investigating their own” is and will always be a terrible idea🤦
    In no other industry or job (other than the military I guess 🤷‍♂️) are given this responsibility due to the fact we all understand just how insane it is🤦
    It’s not that police shouldn’t or can’t be trusted in particular, it’s that nobody can or should be, especially people that have such authority over other’s 🙄
    We’ve learned this repeatedly throughout history, yet for some reason we keep accepting that it will be different this time 🤦
    The fact that victims have to come forward to the very organization to which the offenders are actually employees is absolute nonsense, it doesn’t get much more cohesive than that😡 not to mention the giant level of “conflict of interest “ that’s literally unavoidable in this situation, regardless of whether or not you’re speaking with a different departments 🤷‍♂️ I mean seriously, this members are all operating under the same union, the unions have no interest in protecting the public, only members, like that alone doesn’t create an inappropriate connection for these kinds of investigations! Saying you’re conducting a third party investigation using people from exactly the same pool of individuals is a slap in the face to citizens in general 😡
    Police constantly assert to citizens “if you’ve got nothing to hide, you’ve got nothing to worry about “ whether they basically make contact with people and have the slightest suspicion, wanting to conduct warrantless searches, interview without representation etc, yet officers will never be forced into any of this, even when there is obvious evidence of an actual crime 🤷‍♂️
    It’s the worst kept secret on earth yet people are continually told it’s the only way the system can work, because if too many police are held accountable, there would be a shortage of police 😡 seriously, that’s the second biggest lie being told, I’ve seen other countries clear entire states of corrupt officers over the years, it didn’t cause shortages, it created shortages of officers willing to engage in illegal activity though 🤷‍♂️ it also improved public relations, what a shock🤦
    If a good officer comes forward to report wrongdoing by other members, almost always the instantly become a target by the entire department, they’ve even been left in life or death situations without backup from fellow officers for being a snitch 🙄 yet getting citizens to snitch on other’s, many time’s being forced against their will and at a massive personal risk, yet police will tell you it’s an extremely important tool used to catch dangerous criminals which is more valuable to society than any one person’s safety! This tactic is so successful that it’s use against it’s own members is somehow “shocking to the consciousness “🙄 I don’t hate police, I hate bad policing, and if you’re a member willing to hide another’s bad behavior, even by turning a blind eye, you’re part of exactly the same “rotten barrel “.
    In my opinion, the only way to fix this issue is to have “independent oversight over the entire law enforcement “ whose members have far higher authority than police, but solely over police!
    Secondly, unions need to be smashed down the ladder, back to dealing with working conditions like any other workplace, any unions caught using their position to influence the outcome of any internal investigation of officers should be charged with an actual crime!
    It appears that union has more power than the government when it comes to policing! This is extraordinarily bad, considering unions are actually “private entities “

    I was raped on LMPD's property. At their impound lot where they insisted I had to go to my vehicle alone, unaccompanied by my friend who had came along. The locksmith came and raped me in my vehicle. LMPD locked him up for one night, released him, and he had his job back the next day. They wanted to do a forensic analysis on MY phone which I refused. Why not his phone? I am the VICTIM.

    Last year I experienced being sexually harassed and detained by a now former boss. He terrorized me for hours, exposed himself to me multiple times. Solicited me for sex and even touched me inappropriately. I finally fled the office and ran to my moms house. Terrified. The next day she finally talked me into reporting him and when I did, I was treated exactly like these women. I was made to feel like I ask him to do it like I did something to deserve it. It was a terrible experience. I am a 47-year-old mother. I have a daughter. I’m not a sex worker I clean houses for a living. Now I would be hesitant I probably would not report any type of sexual assault or crime to the police just because of this. Not to say I wouldn’t take it into my own hands, but I wouldn’t go to the police first.

      how many times have women heard from this type of abuser this comment..."I thought you liked it/I thought you ...." etc. typical abuser statement! When in actuality, in their mind they are screaming..."it is my right to treat you like you are a nothing and I am going to do whatever I want because no one will believe you and I AM A COP"

    I was the victim of domestic violence. The LPD cops refused to help me. I had to escape to save my life. I lost everything I owned bc I fled to a different state leaving behind all my earthly possessions. They said they didn't believe me even though there was broken furniture ,glass and I had bruises and swollen marks on my face. I felt like I was living in somekind of nightmarish twilight zone. To this day I can't understand why they refused to help me.

      Because they’re abusers to their wives too typically, and they side with their kind!😢
