Only reason it got banned was because of Inglis’ hit on Dean Young and he sent him into Neverland. It was such a awesome part of the game, back in the days of SBW and so on who used it beautifully, the NRL is changing so many rules to save its backside from concussions of players after they retire.

Lots of options. E.g. he could have gone around the ankles, under the ribs or chest high to wrap up the ball. Or Tom Deardon's style in tackling Cobbo. Targeting your head at an opponent's hips is not exactly textbook style.

What about a chop tackle? Instead of trying to put his shoulder into Kikau's massive torso, why get his arms below Kikau's knees? Alternatively, why get in front of Kikau and not try to tackle him from behind? Kikau was a good few metres from the try line, there was still room to tackle and swing around from behind. When I played I was 75kg and that was the only way I tackled guys that size.
legs tackles means offload for the ball runner, which is why players are forced to tackle higher which is also why there are more high tackles from people getting it wrong.

It's easy to look back and say why this and not that, Teddy did what he always does, in that moment it's not about assessing your options there is no time it's about what you instinctively do and what he did was go for his legs, looking straight ahead would not have made any difference if anything he would have caught his elbow across his forehead possibly breaking his eye socket, nose or even jaw. It was a saving grace that his head was so low.

I've been arguing this with my mate alot. What stops this is a shoulder on shoulder tackle. These days you're forcing head highs and hip drops because of someone runs at them, you gotta grab at them. Which leads to swinging arms or then getting pass you and you dropping to the ground as you hold on to lot let them pass, accidentally landing on legs. Shoulder to shoulder changes this.

They either protect from, minimise or expose players to potentially avoidable injury... Get the rules, physical contact boundaries and techniques ultra clear and League has a chance of adapting... Otherwise failure to provide Duty of care will bury League in just a few short years...

are we going to neglect to talk about kikau dropping the forearm/elbow. IMO that had more to do with teddy's concusion than did the tackle itself.
