I found a real Latios in the wild and thought it was a zoura because my buddy was a latios at the time, it turned out to have over 2000 cp and was difficult to catch, and it ran away too, so now Latios, raikou, and the Galatians birds fit the category of legendaries in the wild

They won't spawn outside of specific events though. Aside from the lake trio whose rarity is about the same as Unown

Scizor is an event spawn and suicune was his active buddy. And the lake trio used to spawn in the wild during an event a year or two back
