I love Pastor Vernon but he missed the point of the text on this. He could not have cursed Israel with a right heart....the point was not his motive. The point of the story was that if we are dead set on disobeying God no matter how much he warns us....eventually he will allow us To be deceived and push forward even though he has already told us NO. God knew he had a heart that was dead set on disobeying....so God said go ahead....even though he never intended for him to. The new testament text in Balaam was just pointing our the fact that he was all about the money not pointing to his motive in Numbers.
