This actually happened to my wife this year. She was set to get a tax-return of $2000, but the Tax Office told that she'd been overpaid $2500 THREE YEARS AGO, and so no tax return would be forthcoming. How do we know what was a mistake and what wasn't? Maybe they didn't overpay her three years ago and THAT was a mistake? Nothing you can do about it though except sue the tax office, and almost nobody would do that. The government is above the law and they can steal from you at will.
