Actually proficiency in the language of tuition is the reguirement.
Most study programs in Finland don't use English.
And for those study programs where English is used, there are alternative methods and tests to show proof of language.
IELTS and PTE are newer the only accepted tests or methods.

Both are English language skill tests. You are probably asking about admissions to bachelor's degree study programs using English as the language of tuition.
There are other accepted methods and also tests to show required proficiency in English. If you can use them depends on you.
