An upholstery mitt with Encap-Spot, or even a good quality microfiber cloth can do a good job on headliners.

Encap-HydrOx has some disinfecting properties. But it doesn't have total disinfectant capability, so we wouldn't make a claim that it can disinfect. Improve or reduce contaminants? -- Yes. Total disinfecting of the fiber? -- No.
