If he billed the Township for that all that time after the meeting failed due to lack of a quorum, I believe it would be improper as he was only there to advise the Board of Trustees at their special meeting. The Trustees should refuse to pay him and should file an ethics complaint. As the meeting failed for lack of a quorum, Supervisor Henyard was not in charge. As long as the room remained opened, anybody had the right to make comments and she didn't have the power to tell them that they were "out of order" as there was no agenda. Supervisor Henyard's statement that there would be no public comments was improper and yet another attempt to squash the First Amendment rights of her critics. And, Attorney Stach just sat there.
