Nezu and the teachers did nothing to alleviate the stress of constant bullying nor when he was cleared of the accusations of being a traitor, they all sat back and watched. This year Nezu decided to bring back the hero vs villain wargame, and with everyone against him he will be the villain they accused him of. With a little help from One for All and a lovely pink-haired support student, he will make this a game to remember.

It is. Izuku is using Uraraka's feelings for him to manipulate her and just make it easier for him to break down the rest of the 'heroes' resolve and destabilize their already shitty cooperation. Bakugou is the one in charge of their plans, and he's going to screw everything up because his hate boner for Izuku keeps him from making any rational plans.
