To bring some knowledge to all shitlords here, making a song about potatoes is not weird from a Korean perspective, neither for North nor South Korea. In Korea, famines are a recent memory, again, for both Korean halves. Both the North and South have had famines only decades ago and so, eating has become basically the cure-all for all problems in life. Ever watched any Korean show? The characters are constantly eating, no matter what is happening, and they constantly ask "have you eaten" as a form of concern for somebody else. When somebody is hurt or in emotional distress, the first response of any North or South Korean is ask if they have eaten, or recommend that they should as soon as possible. Now consider the potato in itself. A plant that requires very little in the way of care to provide a bountiful harvest. You can feed a lot of people with minimal effort. To make a song gloryfying it, especially when it was previously not native to the shores of Korea, makes a lot of sense. tl;dr - not a funny song, but makes a lot of sense, actually.

The beauty of Best Korea is that this song could very well be from the 1980's, the 1990's or the 2010's. We just don't know; they're all equally possible. And that's what makes this timeless.
To me it was clearly 90s. That's when potato farming had started to successfully mitigate food shortages but it was still new culturally to north Korea. This song is to normalize potatoes while shifting the narative to party stopped famines.
