The main advantage of bringing unknown faces to the political forefront is that they come without baggage or family legacy which can be used against the party or the government they are heading. It also contributes to healthy political competition within the organisation at large where the message is "anyone can be given an important position if he/she is competent, capable, ideologically committed and hard working".

1. Sri Hemanand Biswal
2. Sri Giridhari Gamango
Biswal is the first Tribal CM of odisha

Sub regional dynamics more than caste dynamics play a role in Odisha.
And this CM was Chief whip of BJP, head of PAC in assembly in Odisha. He wasn't that obscure.

They've mentioned that he wasn't obscure outside Odisha. However, he was known to the people in Odisha. He wasn't a new face inside of Odisha. Kinda like Diljit Singh who was already a known phenomenon in Punjab and among Punjabis across before he debuted in Bollywood and suddenly everyone knows him.
