No..unless the malaligment is so extreme to cause pulmonary atresia instead of pulmonary stenosis and so the pulmonary circulation will be ductus(PDA) dependent and so we will have to keep ductus open

In TOF there is pulmonary oligaemia, shunt will direct blood from high pressure branch of aorta to low presssure pulmonary arteries for oxygenation .
