I think he was expecting to get all emperors and admirals for offense. Although Monet’s fruit is powerful don’t get me wrong but in one piece there’s a lot of broken hax including other logia’s and broken Paramecia’s like Law’s, Enel’s, heck, even Foxy’s fruit with a broken defense would be ranked higher imo.

Defense is how good someone is at blocking or dodging attacks not tanking everything like Kaido (durability) or regenerating everything like Marco (stamina) but close enough
