At the research stage it depends more on the proposal title and content and the department of the host professor. Of course your capability to do the proposed research will be evaluated by the committee, reference letters etc. You can ask them by by email for more clarification.

In Fulbright you have to write a proposal to get the fellowship. This is also known as a grant. Typically you decide on a topic and title of the proposal and then ask a professor in that area of research if they are interested. If they say yes, then you write a full proposal and send it to him for comments. After a few iterations you converge on a proposal which satisfies both you and the host professor. You then submit this to Fulbright

Choosing a small town which is relatively cheap goes a long way in managing well within postdoc students. Yes there are positions for new PhD’s as well as masters students who want to do PhD etc
