Interesting, I've not heard this. I can only speak from experience and say I have shot a lot of Tri-x and found it seems to work for my style of shooting at 400.
Thanks for the question. If you did that and developed as 400 nothing else changes so all you are doing is taking each picture at 1 stop over exposed. One thought is, some photographers suggest if you are shooting out of date film you should do this.

Is it true that Tri-x 400 has a true rating of 200, and is only rated 400 because of the recalibration of ISO in the past?

Can you explain why you would shoot a 400 rated film at 200 and then develop as if it were shot at 400? Thanks for answering these 2 questions
