No end-user has ever been convicted of piracy, chasing down pirates is too much of a hassle for any government. They strike at pirate sources/distributors instead...
Official shop and online servers are closed, physical cartridges are difficult to find and overpriced, console is old so only way is to add custom firmware and get the games through ROMs u download.

There’s a homebrew app that converts ds roms to the homescreen. It may take longer to boot tho
