best value is to do burning world, then xfer over. You get more benefits for doing hyper burn in burning world, and you get 3 extra mega burns which will help jump start your progression. You also have a passive that basically compensates for not having established legion in burning world, which buffs you with a bunch of damage as well as extra EXP.
