Exactly! She says it was a mistake and her cat was in the basement. If my cat goes missing, which she did one night, I was worried sick but I didn't jump to conclusions. No way her cat was in the basement and wasn't scratching at the door and crying to come in. I think she did it deliberately, then panicked when the bomb threats started.

Not difficult to understand at all. The entire society walks on eggshells to not offend them, to ensure they're not held accountable. This has effectively brainwashed the electorate into believing that the only recourse available is to vote them out when that really solves 0.
People need to learn the methods by which elected officials can be held accountable and engage the appropriate legal professionals to ensure that they are. This will require asking the following question:
If I did this, would I face consequences?
If the answer is "yes", then so should the elected officials, and to a much harsher extent than you would.
