To be specific, Mojang coded it so any block that provides an effect(i.e. ice effect, soul speed boost, honey slow, etc) is applied to half a block above it, meaning that any block, like trapdoor, slab, carpet, being 8 pixels in height and smaller, get the effect under it. Edit: because I didn't know prior, I should mention. This has a harsher requirement on block's abilities to reduce fall damage(honey/haybale) or bounce(slime) as those probably have to do with block collision calculation. For those to work the block above has to be 3 pixels in height or less.(I.e. 2 layers of snow, trapdoor, etc)
@Ace-isket Doing further investigation, it appears they fixed that being a thing in some update, and now it applies for specifically blocks 8 or less pixels in height. Unfortunately a chest is too big.
