بَعْدَ مَا بويعَ بِالْخِلَافَةِ، وَقَدْ قَالَ لهُ قَوْمٌ مِّنَ الصَّحَابَةِ لَوْعًا قَبْتَ قَوْمًا مِمَّنْ أَجْلَبَ عَلَى عُثْمَانَ؟ ؛ فَقَالَ عَلَيْهِ السّلام۔
يَا إِخْوَتَاهُ إِنِّي لَسْتَ أَجْهَلُ والْقَوْمُ مَا تَعْلَمُون، وَلكِنْ كَيْفَ لِي بِقُوَّةٍ و القوم المجلبُونَ عَلَى حَدٍ شُوکتهُمُ یملِكُونَنَا وَلَا نَمْلِكُهُمُ- وَهَاهُمُ هؤُلَاءِ قَدْ ثارَتْ مَعَهُمْ عَبْدَ انْكُمْ ولتفتْ إِلَيْهِمْ أَعْرَابُكُمْ،
وَهُمُ خلا لَكُم يَسُومُونَكُمُ مَا شَاءُ وا وَهَلْ تَرَوْنَ مَوْضِعًا لِقُدْرَةِ عَلَى شَيْءٍ تُدِيدُونَهُ وَ إِنَّ هَذَا الأَمْر امْرُجَاهِلِيَّةٍ وَإِنَّ لِهُؤلاء الْقَوْمِ مَادَّةً - إِنَّ النَّاسَ مِنْ هَذَا الْأَمْرِ إِذَا حُرِكَ عَلَى أَمُور۔
امیرالمومنین کے دست مبارک پر، جب خلافت کی بیعت کی گئی تو آپ کے بعض اصحاب نے عرض کیا ، کاش ان لوگوں کو آپ سزا دے دیتے، جنہوں نے قتل عثمان کے لیے لشکر جمع کیا تھا پس امیر المومنین نے فرمایا ۔
بھائیو! جو بات تم جانتے ہو، میں بھی اس سے بے خبر نہیں ہوں، لیکن میرے پاس (کیفر تک پہنچانے کی طاقت) کہاں ہے؟ حالت تو یہ ہے کہ جس گروہ نے (قتل عثمان) کے لیے لشکر کشی کی( یہ آشوب برپا کیا) پوری قوت و طاقت کے ساتھ (ہنوز) باقی ہے، یہ لوگ مجھ پر تسلط رکھتے ہیں میں ان پر مسلط نہیں ہوں۔
اور آگاہ ہو جاؤ کہ قاتلین عثمان ایسے لوگ ہیں کہ تمہارے غلام ان کے یار بنے ہوئے ہیں اور تمہارے بادیہ نشین ان سے ملے ہوئے ہیں، اور یہ قاتلین کہیں باہر نہیں، خود تم میں موجود ہیں، ہنوز مدینہ سے باہر نہیں گئے ہیں تمہیں ہر طرح کا آزار پہنچا سکتے ہیں ۔
اور کیا تمہیں اس کا کوئی امکان نظر آتا ہے کہ ان پر غالب آسکو؟ کوئی شبہ نہیں، یہ کام بے وقوفی کی وجہ سے واقع ہوا، ان لوگوں کے پاس کمک اور امداد کی کمی نہیں، اور جب لوگوں کو ان کے خلاف آمادہ عمل کیا جائے گا تو لوگ چند ٹکڑیوں میں بٹ جائیں گے ۔

برادران! من از آنچه شما می دانید غافل نیستم، اما کجا (قدرت انجام دادن) دارم؟ وضعیت این است که گروهی که برای (کشتن عثمان) جنگیدند (این هرج و مرج را به وجود آوردند) با قدرت و قدرت کامل (هنوز) باقی می مانند، این افراد بر من مسلط هستند و من بر آنها مسلط نیستم.

إِنَّ اللَّهَ تَعَالَى أَنْزَلَ كِتَابًا هَا دِيَا بَيْنَ فِيهِ الْخَيْرُ وَ الشَّرَّ- فَخُدُ وَانَهُجَ الْخَيْرِ تَهْتَدُوا، وَاصْدِ فُوا عَنْ سَمتِ الشَّرِّ تَقْصِدُوا الْفَرَائِضَ الْفَرَائِضَ، ادُّوهَا إِلَى اللهِ تُؤَدِّكُمْ إِلَى الْجَنَّةِ ، إِنَّ اللهَ حَرَّمَ حَرَامًا غَيْرَ مَجْهُولِ ، وَأَحَلَّ حَلَالًا غَيْرَ مَدْخُولِ ، وَفَضْلَ حُرُمَةَ الْمُسْلِمِ عَلَى الْحُرَّمِ كُلِّهَا ، وَشَدَّ بِالْأَخْلَاصِ وَالتَّوْحِيدِ حُقُوقَ الْمُسْلِمِينَ فِي مَعَاقِدِهَا -
فَالْمُسْلِمُ مَنْ سَلِمَ الْمُسْلِمُونَ مِنْ لِسَانِهِ وَيَدِهِ إِلَّا بِالْحَقِّ- وَلَا يَحِلُّ أَذَى المسُلم الأَبِمَا يَجِبُ بَادِرُوا أَمْرَ الْعَامَّةِ وَخَاصَّةَ أَحَدِكُمُ وَهُوَا لُمَوتُ فَإِنَّ النَّاسَ أَمَا مَكُمْ وَإِنَّ السَّاعَةَ تَحْدُوكُم مِّنْ خَلْفِكُمُ-
تَخَفَّفُوا تَلْحَقُوا فَإِنَّمَا يُنْتَظَرُ بِأَ وَلِكُمُ ، آخِرُكُم. أَتَقُوا اللَّهَ فِي عِبَادِهِ وَبِلَادِهِ فَإِنَّكُمْ مَسْئُولُونَ حَتَّى عَنِ الْبِقَاءِ وَالْبَهَائِمِ أَطِيعُوا اللَّهَ وَلَا تَعْصُوهُ ، وَإِذَا رَأَيْتُمُ الخَيْرَ تَخَدُوا بِهِ ، وَإِذَا رَأَيْتُمُ الشَّرَّ فَاعْرِضُوا عَنْهُ۔
خدا تعالیٰ نے اپنی کتاب (قرآن کریم) کو بندوں کا رہنما بنایا جس میں نیک و بد کا (اعتقاد) و گفتار و کردار کا بیان فرما دیا۔ تو نیکی کا راستہ اپنے سامنے رکھو، تا کہ ہدایت یافتہ بن جاؤ، اور بدی سے دوری اختیار کرو تا کہ راہ راست کے رہرو بن جاؤ۔ دیکھو واجبات کی بجا آوری کر کے بارگاه خداوندی تک پہنچا دو، یہ بجا آوری واجبات تمہیں دروازہ جنت تک پہنچا دے گی،
خدا نے ان چیزوں کو کہ نا معلوم نہیں حرام قرار دیا ہے۔ اور جس چیز میں کوئی عیب و نقص نہیں اسے حلال قرار دیا ہے، اور احترام مسلمان کو ہر حرمت پر ترجیح عطا فرمائی ہے اور اخلاص (دین) و (عقیدہ) توحید کے باعث مسلمانوں کے حقوق کو باہم مربوط کر دیا ہے ،
لہذا مسلمان وہی ہے کہ جس کی زبان اور ہاتھ سے ددوسرے مسلمان محفوظ اور آسودہ رہیں، اور یاد رکھو کسی مسلمان کو بغیر کسی جائز اور معقول سبب کے ایذا پہنچانا (قطعا ) نادرست ہے،
(مثلاً قصاص ، چوری کی سزا وغیرہ) اس چیز کی طرف تیزی سے بڑھو، جو امر عام سے تعلق رکھتی ہو، پھر اس چیز کی طرف سبقت کرو۔ جو تم میں سے ہر شخص کے لیے مخصوص ہے
( یعنی موت )کوئی شبہ نہیں مردمان رفتہ، تمہارے پیش رو ہیں، اور قیامت کا دن تم کو پیچھے سے ہنکا رہا ہے پس، گناہوں کے بار سے ہلکے پھلکے ہو جاؤ تا کہ جو تم سے پہلے جا چکے ہیں ان سے (بآسانی) مل جاؤ، تمہارے اول کے لیے تمہارے آخر کا انتظار کیا جا رہا ہے،
خدا کے بندوں اور اس کے شہروں کے بارے میں خدا سے ڈرتے رہو کیونکہ تم سے ہر چیز کے بارے میں ، حتی کہ چارپایوں اور زمینوں کے بارے میں بھی سوال کیا جائے گا (پس) اللہ کی اطاعت کرو اس کی نافرمانی نہ کرو اور جب (کسی) نیکی کو دیکھو اس اختیار کر لو اور جب(کسی) بدی کو دیکھو اس سے کنارہ کشی اختیار کر لو۔

خداوند متعال کتاب خود (قرآن) را راهنمای بندگانش قرار داد که در آن نیک و بد (عقاید) و گفتار و سیرت را بیان کرده است. پس راه خیر را پیش روی خود بگذارید تا هدایت شوید و از بدی ها دوری کنید تا به راه راست هدایت شوید. ببین به واجباتت وفا کن و به بارگاه خدا برسی، این ادای واجبات تو را در بهشت می آورد.
