If Hindu they should not be married in a Gurdwara. This is against Maryada. If they are Hindu and not Sikh how can they make a promise before Guru Ji they are Sikh when they do not wish to follow Sikhi. Making false promises is not good for them nor for Sikhi.
Persons of any religion can seek a blessing by Ardas before Guru Granth Sahib Ji but Anand Karaj is for those who are Sikh. This is Maryada which must be followed.

It is a promise by the couple that they will follow Sikhi, read the Maryada it is on the internet which states that only Sikhs can partake in Anand Karaj.
