It sounds like your tucker fingers are bunching the twine together but your wipers are not wiping the knots off of the billhook. You can put loose salt on the wet hay to help it to dry out. And the live stock will like the taste. Tom.
Best guess is that your billhook tension spring is set too tight. I'd try to adjust that slowly, turning one flat of the nut at a time. It doesn't take much... Could also be that your knife arm/wiper arm needs adjusting. There's a bunch of youtube videos on how to work on these old balers.
