Mondstadt is the land of freedom. The people of Mondstadt are free to do what they want. they could stop believing in Barbatos and the wind all together but they still to this day beliefe in both and the freedom they represent. And Venti is still there to help stop dangers for mondstadt if it is necessary. this all together in my mind makes a good case that Venti isn´t as weak as he wants us to beliefe.
