the electric magnetic pulse, or EMP, works like a magnet on the hard disk on your computer. if this EMP touches the metal body of the car, it actually ´sucks´ all electric energy out of it. also the cars battery is affected by the EMP so the car cant ride anymore after a full shot.
in this game its not that worse visualized because it is a game, so it only slows you down a bit...

Most I'd pay for it is $25-30. Over that, its not worth it imo
