With tests being given to people with or without symptoms here I suspect that they're trying to find out the incidence and prevalence. The area looks like a deprived one. I hope the sampling of streets to test is representative and not biased. Poorer inner city areas are more likely not have greater proportions of residents in jobs which can't be worked from home; and multi-generation households. You'd expect a much higher percentage of positive PCR rests (including false) in these areas compared to the leafy suburbs...
