Not to sound like a Fanboy of NanoxFate, even though I am, but if you really take a closer look into the series and weigh both the signs for Nanoha x Yuuno and the signs for Nanoha x Fate then it should be pretty clear that Nanoha x Fate is the pairing thats canon. Even the voice actors and the creator of the series themselves supported that pairing. I think the only reason they never kiss is that Japanese are pretty shy about public affection, which is the main reason why a lot of couples in animes never or rarely display affection. (i.e. kissing and such) Of course there are some scenes with Yuuno where Nanoha blushes now and then, but a ridiculous amount of Scenes with Fate are just the same. There's just a certain atmosphere between both Nanoha and Fate that surpasses any other possible pairings in the whole series. And don't even get me started on StrikerS or the Manga ViVid where they call themselves and Vivio the Takamachi family.
Nanoha and Fate ARE a confirmed couple. Season 1 and 2 built it up, in StrikerS they literally sleep in the same bed, and in Vivid they live together and raise Vivio. Nobody can say that this isn't intentional
There is no place in the anime where they say that Nanoha ends up with Yuuno ..... They maybe in love and they may not ... I'm not the person to judge them ... but you have to admit by the way they are acting around each other that there IS something going on ...
