It's the compensator. It's an easy DIY fix. You could easily do it in the parking lot in a couple hours. Even less if you grind the inner primary to clear for rotor removal. I recommend pulling the inner primary because it's only less than 30 minutes additional time.
That was serious! After more than 30 years on Harleys, i just sold my 04 Heritage with just 18k miles. It started having different issues. Leaking mainshaft, noisy lifters, minor electrixal worms (it has been pampered and was in like New condition). I had different evo Harleys before and if i ever go back, i will get another evo. What annoyed me most in these 30 years, is the shifting gears! I really dont get it, why the company isnt able to get the gearbox to japanese standards. Of course Honda is a lot of plastics, but you jump on and dont have to worry. I just bought a Honda fury with 9k miles. It looks and rides as if it just came out of the showroom. For the same money, i could not even buy an older Sportster here in Germany. People are wondering, why so many Harley Dealerships are closing down. Paying 700 Euro for a simple Service, or 120 Euro for a made in China Hoodie?
