I can kinda get behind the horizontal line and I understand what the make up artist was going for with the top lip (even if I think it looks nothing like any shoujo manga I've ever read) but the bottom lip?????? Someone above said it best. Just makes her bottom lip look like a butt.

In fact, some shounen anime (young/teenage boy) have female characters that have thick and plump lips, to either sexualize a character or make them look somewhat goofy. This can be seen by the character Shura, from the manga and anime Blue Exorcist, as well as many more.

No matter how many times I watch this, there was never a time when I never thought "But what if you licked your lips and the make up gets destroyed? or if you eat, what if the food or drink ruins it?" because I know I would lick my lips and do all these
Use concealer, and avoid hi-lighters (as they are often irridescent, and could attract more attention to the size of the lip), to mask the natural color that defines the edge of the bottom lip, much like she does in this tutorial. When adding color, pretend your bottom lip is much thinner than it is, and apply the make up as if the edge of the lip was equal from the center edge, to the outer edge, as your top lip. You could also exaggerate the top lip a tiny bit as well, to balance them out and make them appear more even. If necessary, use a brownish eye-shadow, and in a very very light layer, fake a shadow 'beneath' the bottom lip, making sure to blend it well, and avoid harsh lines. If necessary or if you so desire, you can add a small circular touch of hi-lighter, or a shimmery pale shado to just above the poutiest part of the lip, so that it appears that the part that sticks out the most is actually higher up the lip's surface than in reality. This will make teh outward curve appear to be higher than it actually is, and if the lower edge has been shade-blended, will create the illusion of a thinner lip. If you're doing this for costume, you can get away with a bit more exaggeration, as costumes are rarely inspected so closely, and will usually be admired from a moderate distance. For everyday, try to go on the lighter side, as a natural look by not using enough is better than too much imo.
It'll work if your black, just use your skin tone to cover your lips and choose shades of red that look nice on you. It is the same process no matter lip size too

Just look at the cover of sailor moon book 3, (the new ones with the white covers) Sailor Mar's lips are incredibly similar to these.
