Dust on a roller inductor will cause arcs they say. Supposed to clean them but I've never cleaned my plaster.

would this tuner work on 11meters and 10 meters?

the tuner tunes from 1.8mhz to 30mhz, which would be 10-160 meters and everything inbetween.
