Yes , of course there should be create separate ministry for senior citizens because-(these are my own suggestions or thinking) a- To improve their quality of life it is essential to create or design a ministry. b- Issues or problems resolving related matters that's why need of a ministry for this concern. c- social justice(dpsp) concerns for senior citizens need to formation of a ministry d- to protect their right to life (article 21); personal liberty. e- to provide them a better life and ensure to protect their right to equality ( article 14). These are some of my personal suggestions, yes it is good step towards ahead for providing better and justiceable step for senior citizens.

Currently TFR in india 2.0 & good TFR is 2.1; yes this is below the replacement level of 2.1 children per woman. According to census 2011 TFR- 2.5 children births per woman. Continously TFR is declining since 2001.
