I know right, 2 were needed in the real world to cause a nation like Japan to fully capitulate.. In HOI4 you can throw a thousand on a single nation like Luxembourg and they just keep going until you actually send a troop to occupy it.. Nukes are useless in most situations, only perhaps to get through Panama for example.. Or other single province border passes.. Apart from that I usally don't even bother researching them..
