First of all you have to apply online and through express service you can attest your documents select express service recently started at Islamabad centre only otherwise you cannot change appointment centre
aoa, bhai express delivery select karny ke baad humain documents khud le kar jana pary ga islamabad ya delivery bhi karwa sakty ha islamabad. agar delivery karwa sakty ha to phir humain self ki jaga kya select karna ho ga.

A simple solution if you have not paid fee yet cancel application and resubmit again but if you have already paid fee then try to reschedule other wise you have to pay fee again

Rule is clear only blood relation can go 🚶♀️ but if application already submitted then take a chance and wait ✋️ for ibcc response no need to resubmit again if you have clear your situation then wait

After the appointment date, the portal will be reset, and then you can change with limited options so wait ✋️
If the portal does not reset you have to contact via online help desk where you can not submitted ticket for application rescheduling
