It's a great short! So glad a fellow animation fan reacted to it! Another scary short starring Mickey Mouse is an old black-and-white one called "The Mad Doctor" -- which was also banned, as far as we know.
I don’t have a cartoon, but I do have a recommendation. Since you liked this short where Mickey Mouse takes on a more adventurous persona, (as opposed to just being an average guy doing mildly amusing things), I’d highly recommend the comics. In a way, Runaway Brain feels more like the Mickey comics, rather than feeling like the classic Mickey shorts. The comic strip drawn by Floyd Gottfredson was not a gag-a-day strip, at least barring a few periods, not for the first 25 years of it. It was far more story based, with many many serialized adventure storylines from 1930 to 1955. His run on the character influenced all comics made after featuring Mickey. You’ve got stories of Mickey going up against gangsters, corrupt politicians, and even space aliens twice. Pete is an even better character in the comics than he is in the shorts, because even though he talks like a dumb thug, he’s surprisingly competent. At first they used him as a sidekick for other villains, but soon realized he could drive a story all by himself, and streak of being a street smart villain went into other comics by other artists too. If you want to see a Mickey Mouse story that’s unlike almost anything you've seen before with the character, there’s two stories I think would do a good job at showing it. In the first Mickey’s all by himself against a villain who other writers would bring back often, The Phantom Blot. The other he’s with one of his comic only friends, this silly looking guy called Eega Beeva. Check out “Mickey Mouse Outwits The Phantom Blot” (You can find it in Mickey Mouse By Floyd Gottfredson Vol. 5, page 161) if you want to see Mickey showcase how entertaining a character he can be in print, and also see him almost get hanged by a rope. Check out “The Atom-Brella And The Rhyming Man” (Mickey Mouse By Floyd Gottfredson Vol. 9, page 209) for a story where Eega invents a defense against the atom bomb, two characters are comically killed off explicitly, and two more characters are implied to be killed.
This was supposed to revive Mickey's career with theatrical shorts but instead it killed it. They had released Mickey's Christmas Carol in 1983 and The Prince and the Pauper in 1990 which were both half-hour shorts but this was the first 7 minute short since 1953. I guess since it was the 90s they wanted to make a cool and edgy Mickey Mouse cartoon but it backfired on them.
Personally I think it was cool that was an edgy Mickey mouse short as heck if was brought out in 2005 as thats when Shadow the hedgehog came out and that was borderline edgy for Sonic Team.

The scariest part of this short was Mickey forgetting his anniversary. R.I.P.

It's not truly banned. You can still get it on physical copies, such as the Walt Disney Treasures series.
Good luck getting those.
@ryanjones358 I'm already collecting them right now.
